Anthony Albanese to start search for second Sydney airport

THE official search for a second Sydney airport will begin today with a warning that Kingsford Smith is becoming crammed.

A White Paper on aviation issues will tell the Federal Government the Sydney region will need extra capacity for the long term.

The White Paper will reject the view of the previous government that larger aircraft meant Kingsford Smith could handle traffic for the foreseeable future.

Transport Minister Anthony Albanese is certain to accept its recommendation to initiate a search for a second airport.

"Following consideration of the Sydney Airport Master Plan, the Government will initiate processes to identify additional capacity for the Sydney region," the paper says.

Possible sites include Camden, RAAF Base Richmond, and an expansion of Canberra airport.

Sources said Badgerys Creek, the fenced-off area which once was designated for a second major airline terminal, will not be on the list of possible sites.

Where should the second Sydney airport go?

The Government is likely to want a second airport outside the Sydney basin to prevent additional aircraft noise problems in outer areas.

The options are expected to include a big development near Newcastle with rapid rail connections to Sydney, or development of Canberra as a freight hub.

The White Paper also proposes restrictions on the Sydney Airport Corporation and other owners of major airports to prevent abuse of their monopolies.

It reveals that the Government is looking at "economic regulation of major airports" because of their privileged positions.

The Government is considering monitoring airport charges to passengers in 2012. Car parking charges are one area which could come under intense scrutiny.

The Government is also discussing improvements to monitoring of service quality and a process in which airports will have to respond if there is "prima facie evidence of abuse of market power".

Airports should have close consultations with community groups on issues such as aircraft noise, the paper says. The groups should have an independent chairman and include airport, airline, government and community representatives.
